The Ku Klux Klan Act was used by the Federal government together with the 1870 Force Act, another act that President Grant signed, to enforce the civil rights provisions for individuals under the constitution. Under the 1871 Klan Act, after the Klan refused to voluntarily dissolve, President Grant issued a suspension of Habeas Corpus, and sent Federal troops into 9 South Carolina counties. The Klansmen were arrested and prosecuted in Federal court. More African Americans served on juries in Federal court than were selected for local or state juries, so they had a chance to participate in the process.[56][57] In the crackdown, hundreds of Klan members were fined or imprisoned.
